A Consent Agreement Final Order (CAFO),
regarding a scrap processing operation, ordered that a storm
water collection and treatment system and a track out reduction
system for the scrap processing premises be designed and
implemented as a corrective action at this site which had
excessively high levels of contaminants in surface soils.
Retained by the client to conceptualize and design, with
preliminary engineering, a storm water collection and treatment
system and a track out reduction system on the scrap processing
premises. Asked to address a manhole in the northeast section of
the property; a damaged storm sewer in front the scrap metal
operation; roof drains on each building; oily chips/parts
storage; parts cleaning; and a Spill Prevention Control and
Countermeasures Plan (SPCCP). Evaluated alternative remedial
technologies based on results obtained from site investigation
activities. Interacted with Client’s attorney, EPA personnel,
State of Michigan personnel, and Detroit City and Water
Department personnel with regard to requirements, permits, and
approvals. Reviewed US EPA’s documentation of contaminants
delineated on the site. Performed a site reconnaissance of the
site, measured the site and identified all features on the
site. Prepared a CAD drawing of the site to scale. Identified
how truck traffic entered and exited the site and the frequency
of traffic. Determined how the site handled, stored, repackaged,
and transported metallic products in the form of scrap and
excess materials from production plants in the area. Observed
the site during heavy rain to determine surface flow
directions. Developed a corrective action plan that met with
EPA approval and addressed all aspects of the CAFO.
Conceptualized and designed a storm water collection and
treatment system and the track out reduction system.
