Phase I Environmental Site
Assessment (ESA) for 38 separate properties (Lots) located
within a residential area of Detroit. (Approximately 5 Acres
Total). The lots were
either vacant and covered with low-lying vegetation, or
possessed structures exhibiting extensive fire damage. Soil
types were researched by utilizing the Wayne County Soil Survey
(issued by the US Department of Agriculture) Groundwater flow
was anticipated by reviewing soils types, topographic maps, site
specific slopes, existence and location of subsurface utility
corridors, if any. A government agency database search was
conducted to discover high potential environmental liability
sites on and within a one-mile radius of the subject property.
Historical investigation was conducted back to the year 1915.
Determined by reviewing historical Sanborn Fire Insurance Maps,
historical aerial photographs, and city assessing and building
records, and historical city directories that a portion of the
subject property was occupied by a gasoline filling station from
1915 to 1961, and a dry cleaners operated on a portion of the
subject property from 1931-1965.
A Detroit Edison substation
bordered the above-mentioned former gas station portion of the
subject property. These findings constituted Recognized
Environmental Conditions (RECs). Further investigation was
recommended. |
